General (r) Henry Torres Escalante se convirtió en el oficial de más alto rango en aceptar responsabilidad en ‘falsos positivos’

Esa versión era entregada desde el Comando General del Ejército y el general (r) Mario Montoya.“Usted no está aquí por voluntad propia”: víctimas a Torres EscalanteEn medio de la declaración del general (r), familiares de los civiles asesinados por tropas bajo su mando reclamaron que este no aceptara su responsabilidad en los crímenes contra Daniel Torres Arciniegas y Roque Julio Torres.Yohana Torres, víctima acreditada ante la JEP, confrontó al general (r) Torres Escalante tras su acto de reconocimiento entregado en el segundo día de audiencia por crímenes extrajudiciales cometidos en Casanare – crédito Juan Camilo Velandia/JEP“Me siento realmente ofendida de que usted se pare ahí a decir que no dio la orden de asesinar a mi padre y a mi hermano, cuando usted le dijo al señor Fabián —García— textualmente probablemente ellos no estén armados, lleve las armas que utilizamos para estos casos”, respondió Yohana Torres, hija y hermana de los presentados como bajas en combate.Luego de esta confrontación, describió que en para la época (2005-2006) el gobernador encargado Heli Cala López encabezaba con mandos militares las Juntas de Inteligencia Semanal (contempladas dentro de la política de seguridad democrática y el Ministerio de Defensa) en las que se hablaba de pago de recompensas por información que permitiera la captura de cabecillas de grupos guerrilleros o entregas de armamento.“Tuvimos varias veces en la jurisdicción de la Brigada la visita del señor presidente, Álvaro Uribe, donde estaba la población en firme y las autoridades responsables de la seguridad en el departamento. Las personas se quejaban todo el tiempo por la seguridad y él daba instrucciones de forma dura (…) Decía que si no podíamos con el cargo, pues que avisáramos para que pudiera gestionar un relevo. Entonces eso era presión por el cumplimiento”, agregó el general (r) sobre la responsabilidad de mandos civiles en los crímenes extrajudiciales.La audiencia fue suspendida y continuará el miércoles 20 de septiembre desde las 9:00 a. m. en Popayán, con otras observaciones de víctimas y la respuesta de la magistratura de la Sala de Reconocimiento de Verdad.
